PROBLEM TO BE SOLVED: To grasp the state in a pipeline accurately and precisely by optically measuring the state in the pipeline and also performing another measurement for reinforcing the optical measurement, in a dispensing apparatus with a monitor function and a method for monitoring the same. SOLUTION: The dispensing apparatus with the monitor function has at least one translucent or semi-translucent pipeline, at least one pressure regulation part for regulating the pressure in the pipeline, a lift part for raising and lowering the pipeline, a pressure measuring part for measuring the pressure in the pipeline when the operation of the pressure regulation part is indicated, an optical measuring part for optically measuring the state of the pipeline at a place above a container arranging region when the operation based on the indication for operating the pressure regulation part is completed and a monitor part for determining the state of the pipeline on the basis of the indication of operation and the measuring results of the pressure measuring part and the optical measuring part and obtaining a monitor result wherein the determination judge result is related to the pipeline and the indication of operation.
