PROBLEM TO BE SOLVED: To provide high performance titanium oxide whose crystallinity or the like can be increased. SOLUTION: The method of forming titanium oxide is provided with: a stage wherein a target 13a containing titanium is set in a vacuum vessel 11; a stage wherein atmospheric gas containing oxygen is fed into the vacuum vessel 11; and a stage wherein the target 13a is irradiated with a pulse laser 15a to generate a plasma plume 18a inside the vacuum vessel 11 supplied with the atmospheric gas, and, by the reaction in the plasma plume 18, titanium oxide is produced.
