PROBLEM TO BE SOLVED: To provide a continuous process for producing an aqueous hydrocarbon fuel emulsion. SOLUTION: The process for producing the aqueous hydrocarbon fuel emulsion comprising an emulsion component under emulsification conditions is provided. In this process, the emulsion component comprises a reactant emulsion comprising (A) a liquid hydrocarbon fuel, (B) at least one emulsifier and (C) a W/O emulsion of a liquid hydrocarbon and at least one emulsifier, wherein the liquid hydrocarbon and at least one emulsifier are either the same as, similar to or different from the liquid hydrocarbon fuel A and at least one emulsifier B, respectively, and (D) an aqueous mixture selected from the group consisting of water, water-antifreeze, water-ammonium salt, water-antifreeze-ammonium nitrate mixture and combination thereof.
