PURPOSE: Character arrangement and an input method and an apparatus thereof are provided to allow a user, who is familiar to a different input method, to quickly, effectively and conveniently input a character. CONSTITUTION: An input key(710) includes buttons 1, 0, * and #, and one of the first to the third character is allocated to each button. An input determining unit(720) receives information on a selected button, determines which button has been selected, discriminates long/short inputting by measuring time during that a user presses corresponding button, and outputs corresponding long/short discriminated button information. An input key processor(730) receives the long/short discriminated button information and determines whether to output a character by using the received information and short flag set information included in a memory(740). The memory(740) transmits the long/short discriminated button information and the shift flag set information to the input key processor(730). A character table(750) includes the first to the third character corresponding to the determining result of the input key processor(730). A character output unit(760) outputs a character outputted from the input key processor(730).
