PURPOSE: An aqueous coating liquid for forming magnesium oxide thin film is provided to apply it onto a substrate easily and uniformly so that a transparent and uniform magnesium oxide thin film can be formed. CONSTITUTION: The aqueous coating liquid comprises (a) a magnesium carboxylate having 1 to 6 carbon atoms, (b) a surfactant, (c) a polyhydric alcohol compound, and (d) a solvent comprised substantially of water, wherein the magnesium carboxylate is contained in a ratio of 5-50 wt%, the surfactant is contained in a ratio of 0.01-2.5 wt%, and the polyhydric alcohol compound is contained in a ratio of 0.05-40 wt%, based on total weight of the coating liquid. The magnesium carboxylate content is the same as or larger than that of the polyhydric alcohol compound, and the total weight of the magnesium carboxylate and the polyhydric alcohol compound is up to 80 wt% of total weight of the coating liquid. In the liquid, the magnesium carboxylate, the surfactant, and the polyhydric alcohol compound are dissolved in the solvent.
