PROBLEM TO BE SOLVED: To solve the problem that a table or a character string on a document picture is erroneously broken. SOLUTION: A roller noise removing part 16b is provided which counts the number of black pixels existing in the document picture for each vertical line and compares counted values of respective vertical lines with a threshold from both right and left ends toward the center of the document picture and determines an area ending with the first position where the counted values are smaller than the threshold, as a roller noise area and substitutes black pixels included in the roller noise area with white pixels. Thus the position of roller noise can be accurately obtained, and as a result, the problem that a table or a character string on the document picture is erroneously broken is solved.
