PROBLEM TO BE SOLVED: To enhance the practicability of an analysis by uniquely specifying a hexagon approximating a micro starting voltage closed curve. SOLUTION: To a discharge cell with at least three independently controllable electrodes arranged, a plane with a coordinate system with each impressed voltage between a first and a second electrodes as an axis is assumed, where, a closed curve expressing starting voltage characteristics with the discharge cell at the first state, the closed curve is approximated with the hexagon. In analyzing a relation of voltage impression on the discharge cell with a state change of the discharge cell on the plane with a coordinate system with the use of the hexagon, changes of the hexagon accompanying the state change of the discharge cell are specified by six parameters corresponding to each one of the six sides.
