PROBLEM TO BE SOLVED: To provide a discharger of a battery pack in which a failure in a circuit for discharging a cell can be detected through simple circuitry. SOLUTION: A discharge circuit 3 connected across a lithium cell 1 comprises a first discharge resistor 31, a second discharge resistor 32, and a transistor 33 wherein the lithium cell 1 is discharged, as required, in order to reduce variation of SOC between respective lithium cells 1 constituting a battery pack. A voltage detecting circuit 2 detects the terminal voltage of the lithium cell 1 through the first discharge resistor 31. In order to detect a failure in the discharge circuit 3, terminal voltages when the transistor 33 is turned on and off are detected and failure of the discharge circuit 3 is judged by comparing them.
