PROBLEM TO BE SOLVED: To provide a powder cosmetic which can well be loaded on coating tools such as sponges and mats, does not give a powdery touch, gives a good moist finish touch, and has an excellent makeup-lasting property. SOLUTION: This powder cosmetic is characterized by comprising (a) an organopolysiloxane modified with a long chain hydrocarbon group-containing polyoxyalkylene group, (b) composite powder prepared by coating the surface of flaky powder with hydroxyapatite and zinc oxide, and (c) powder except the components (a) and (b), and substantially not containing water.
