PROBLEM TO BE SOLVED: To exactly control the flow rate of oil passing through a roller bearing. SOLUTION: A needle roller bearing 3 located in an annular space between an outside cylinder 1 and a shaft element 2 facing to each other comprises an outer race 4 which is fitted and fixed into the inside peripheral surface of the outside cylinder 1, and has a first flange 4b and a second flange 4c extending inward in the radial direction. An annular element 7 is press-fitted into the inside peripheral surface of the cylindrical part 4a of the outer race 4 in the neighborhood of the second flange 4c. The flow rate of oil passing from one side to the other side of the needle roller bearing 3 arranged in the annular space between the outside cylinder 1 and the shaft element 2 is controlled by the combination of the radial clearance 7a between the annular element 7 and the shaft element 2 and the annular grooves 7b provided on the inside peripheral surface of the annular element 7. Consequently, the flow rate of oil passing through the roller bearing can be quantitatively controlled by controlling the dimensions of the clearance 7a and the annular incision 7b.
