PROBLEM TO BE SOLVED: To provide a transparent softening agent composition without changing an appearance of liquid even on blending a silicone compound, excellent in preservation stability and capable of imparting preferable touch-feeling to clothes. SOLUTION: This transparent softening agent composition contains (a) a compound having one 8-36C hydrocarbon group and one tertiary amino, or its acid salt or quaternary ammonium group, (b) an anionic surfactant having an 8-36C hydrocarbon group, SO<SB>3</SB>M group and/or OSO<SB>3</SB>M group [M: a counter ion], (c) an organic solvent and (d) a silicone compound selected from a specific polydimethylsilicone, an amino-modified silicone and a polyether-modified silicone, at a specific ratio.
