PROBLEM TO BE SOLVED: To provide a platemaking apparatus which can surely grasp a failure to remove a cut piece and an error in feeding of a plate to a plate cylinder and which can prevent poor plate feeding, and a stencil printing apparatus which has the platemaking apparatus. SOLUTION: In the platemaking apparatus 3, when bending and the like occur at the leading end of a master 24 due to a plate feeding jam and the like, the leading end of the master 24 is cut by a cutting means 18. The cut piece 24d is sucked in by a suction fan 35 of a master stock means 19 and housed in a box. A filter 34b such as a wire gauze is provided on this side of the suction fan 35, and a master detecting means 50, which is composed of a reflex photosensor, is provided inside the filter 34b. When the cut piece 24d is detected by the means 50, the presence of the master is displayed on an operation panel, and an operator pulls out a master removing tray 36 rightward so as to remove the cut piece 24d.
