PURPOSE: A manhole cover locking device is provided to lock or unlock a cover rapidly and easily, to prevent the separation of a cover by locking up a cover by using a bolted piece and a bolted groove, and to decrease the noise by coupling a frame and a cover firmly. CONSTITUTION: The manhole cover locking device comprises the steps of forming a hanging bar(302) and a through hole to the outer end and the center of a setting part(3) of a manhole cover(2), projecting a screw part of a bolt(4) which is inserted into the outside of the cover(2) to the outside of the setting part(3), fastening a nut(5) on the projected screw part, and forming a bolted piece(501) on one side of the nut(5) to be suspended or placed on one side of the hanging bar(302) of the setting part(3) and a bolted groove of a bolt bar(102) which is formed on a setting plane(101) of a frame(1).
