PURPOSE: An image compression device for a mobile communication terminal and a method therefor are provided to improve visual image quality recognized on an LCD(Liquid Crystal Display) of the mobile communication terminal by providing an image weight value with sufficient bits to a central region of the LCD. CONSTITUTION: A control unit(306) controls a coding transmission rate of image data to assign sufficient bits to a certain bit stream region corresponding to a central region of an LCD of a mobile communication terminal(10). An image compressing unit(302) compresses the image data to provide a weight value to the central region of the LCD. A memory(304) stores various image data information. A transmitting/receiving unit(305) transmits and receives the image data with a base station(200).
