PURPOSE: To treat petroleum-dispersed underground water generated from soil flushing by constructing an electric reaction barrier underground in a downstream direction of soil flushing unit, thereby reducing time and cost required for remediation of petroleum contaminated soil. CONSTITUTION: The system comprises a soil flushing unit(10) for flushing contaminated soil; and an electroflotation unit(20) installed at a downstream side of the soil flushing unit to treat petroleum-dispersed underground water discharged after soil flushing, wherein the soil flushing unit comprises a mixer(11) for mixing a flushing solution injected into an upper part of contaminated soil to clean the contaminated soil, a pump(12) for transferring the flushing solution in the mixer through a pipe(13), and first trench(15) connected to the pipe through a valve(14), and the electroflotation unit comprises a power supply device(21) for maintaining constant voltage and current, electrodes(22) comprising a plurality of cathodes and anodes electrically connected to the power supply device, and second trench(23) in which the plurality of the electrodes are housed, and a space for electric reaction is secured.
