PURPOSE: An adhesive is provided, to improve moisture resistance, adhesive strength and stability and to reduce the harmfulness to the human body by adding starch to a vinyl acetate-based compound. CONSTITUTION: The adhesive comprises 20-50 parts by weight of a vinyl acetate polymer or a copolymer of a vinyl acetate and a compound selected from the group consisting of acrylic acid, vinyl propionate, acryl ester and methacryl ester; 7-15 parts by weight of starch; 50-60 parts by weight of water; 1-3 parts by weight of a poly(vinyl alcohol); and 0.1-3 parts by weight of a polymerization catalyst. Preferably the polymerization catalyst is selected from the group consisting of cerium ammonium, sodium persulfate, ammonium persulfate, sodium thiosulfate and Fe-H2O2.
