PURPOSE: A heater, a method for configuring a heating system, and a method for manufacturing the heater and the heating system are provided to reduce manufacturing costs and allow for ease of design and mass production. CONSTITUTION: A heater(100) comprises a heating layer(1) containing a thermoplastic resin and a conductive carbon material 5 to 25 weight%, wherein the heating layer is formed by shaping a conductive resin having a surface resistance of hundreds k¥Ø. The heating layer has lines(10) formed by a conductive metal plate and rod and disposed at a predetermined interval. The heating layer where the lines are arranged has an outer surface formed by an insulating material including a resin and a rubber, through a bonding, an insert injection, and a thermo-forming process.
