PURPOSE: A digital video recording and playback system and a trick playback method are provided to transmit and decode a digital video stream by a frame rate suitable for a trick playback mode. CONSTITUTION: A recording control unit(101) selects only a transport packet corresponding to a program to be stored from an inputted transport packet, and extracts picture information to be used in playback. A storing medium(102) stores the transport packet and picture information of the program selected by the recording control unit, and stores the PCR(Program Clock Reference) of the selected program. An output control unit(104) outputs a playback mode set by a user. A transmission control unit(103) receives the playback mode set in the output control unit and state information of a VBV buffer(106), and controls a transmission bit rate and a transmission time. A demultiplexer(105) performs STC(System Time Clock) count initialization and STC count control using picture information of the transport stream inputted through the transmission control unit, and extracts ES(Elementary Stream) data from a program data packet. The VBV buffer temporarily stores the ES data outputted from the demultiplexer, buffers the bit rate and a decoding frame rate, and outputs a buffer state to the transmission control unit. A decoder(107) adjusts a DTS(Decoding Time Stamp) according to the playback mode set in the output control unit, and compares the STC count value with the adjusted DTS. The decoder controls a decoding time, decodes the ES data outputted from the VBV buffer, and outputs the decoded ES data to a display device.
