PURPOSE: A device is provided to achieve improved efficiency of cable testing by testing the cut cable, and reduce costs by re-utilizing the oil used in the test. CONSTITUTION: A device comprises an observing unit(20) for observing a cable at a wide variety of angles; an image filtering unit(21) for receiving the image information obtained from the observation of the observing unit; a monitor unit(22) for receiving the image information transmitted from the image filtering unit, and displaying the received information in images; and a computing unit(23) for receiving the image information transmitted from the image filtering unit, and analyzing and storing the received information. The observing unit includes a cable mounting portion(31) for storing oil and which accommodates a cable; a first driving portion(32) connected to an end of the cable mounting portion, and which moves the cable mounting portion in z-axis direction; an observing portion(33) for observing the cable mounted in the cable mounting portion; a second driving portion(34) for moving the observing portion in x-axis direction; and a third driving portion(35) mounted on an end of the second driving unit, and which moves the second driving portion in y-axis direction.
