MODE DETERMINING METHOD IN VIDEO ENCODER FOR REDUCING TRANSMISSION ERROR AND APPARATUS THEREFOR

PURPOSE: A mode determining method in a video encoder for reducing a transmission error and an apparatus therefor are provided to efficiently determine a mode using the influence of a noise value. CONSTITUTION: An intra cost function value is calculated in an intra mode(S300). It is judged whether pixels which are a mode determination object belong in a still picture(S302). If the pixels belong in the still picture, an inter cost function value is calculated in an inter mode when a motion vector does not exist(S304). If the pixels do not belong in the still picture, an inter cost function value is calculated in the inter mode when the motion vector exists(S306). The intra cost function value and the inter cost function value are compared(S308). If the intra cost function value is greater than the inter cost function value, a compression mode is determined as the inter mode(S310). If the intra cost function value is less than or same to the inter cost function value, the compression mode is determined as the intra mode(S312).
