<p><P>PROBLEM TO BE SOLVED: To provide a plant monitoring and operating device enhanced in reliability of operation by preventing a wrong operation signal from being outputted without depending on the confirmation work by an operator, and to reduce the manufacturing cost by dispensing with the setting of a hardware switch separately from a touch switch. <P>SOLUTION: A unique display image identifier 101 is imparted to a display screen. The same identifier as the identifier of the screen displayed at the present is imparted to the switch signal of a touch panel 13. When the signal of the touch panel 13 is inputted, the display screen identifier of the present display screen is compared with the identifier of the switch, and when the both are matched, an operation signal is generated. This determination is executed by an operation signal generation part 112. Herely, the output of the wrong operation signal can be prevented without depending on the operator's determination, and the plant monitoring operation device 11 enhanced in reliability of operation can be obtained.
