PROBLEM TO BE SOLVED: To provide a horizontal force damping and isolating device capable of effectively damping the vibration in the horizontal direction generated in a structure such as a bridge. SOLUTION: The horizontal force damping and isolating device 10 has a pair of upper and lower fitting members 11 and 12 fitted to a structure, a cylindrical rubber elastic member 14 which is tightly fitted to the pair of fitting members with a metal coil spring 13 coaxially embedded therein between ends, and a plastic member 16 which is inserted in a cavity part of the rubber elastic member and tightly fitted to the pair of fitting members. Silicone 18 which is a high viscosity liquid, may be filled in the cavity part in place of the plastic member, and further, a resistant member 19 may be fitted to the fitting members and provided in the cavity part.
