PROBLEM TO BE SOLVED: To provide a transfer device and an image forming device having the same capable of retaining the transfer dust and voids to an inconspicuous level. SOLUTION: In the transfer device, a transfer means for electrostatically transferring a toner image between an intermediate transfer belt 4 as a belt member and a photoreceptor 1 as a body to be pressurized is used. Further, the intermediate transfer belt 4 having an base layer and an elastic layer disposed on the photoreceptor 1 side rather than the base layer is used. Furthermore, the intermediate transfer belt 4 is pressurized against the photoreceptor 1 at a pressure of 0.4-2.0 N/mm<SP>2</SP>.
