PROBLEM TO BE SOLVED: To prevent a trouble in starting an engine caused by an excessive driving shaft torque during startup depending on a crank angle and valve lift properties in an engine halt state. SOLUTION: Whether the torque is in a reverse area in which the startup of an engine is inhibited is determined based on an operation angle X and a crank angle Y in an engine halt state (S4). When it is in the reverse region, a reverse flag is set at 1 (S5). Thus, a crank shaft is rotated and driven by a starter motor in a reverse direction temporarily prior to the next startup.
