PROBLEM TO BE SOLVED: To make it possible to establish security association (SA) based on communication history information even between terminals newly connected to a network. SOLUTION: In a system for generating key information used for the establishment of security association (SA) with a communication party on the basis of past communication history information common to both communication parties, an RS 11 for mutually authenticating NW nodes A5a, B5b newly connected to an information communication network 1 by sharing a secret key in each the NW nodes A5a, B5b is provided and communication history information obtained in mutual authentication of the RS 11 and the NW nodes A5a, B5b is stored so as to correspond to the communication parties, so that, when communicating with a new communication party, key information is generated by using the communication history information with an opposite side NW node which is stored in the RS 11 and security association (SA) is established between both communication parties.
