PROBLEM TO BE SOLVED: To provide a package for housing an optical semiconductor element which airtightly houses the optical semiconductor element, which normally and stably operates the optical semiconductor element for a long period, and which can efficiently transmit a light signal; and to provide an optical semiconductor device. SOLUTION: The package for housing the optical semiconductor element includes a base 1 having the placing part 1a of the optical semiconductor element 8 on an upper side main surface, a frame 2 having a through hole 2a formed at a side, the support member 10 of a cylindrical aspherical lens 5 made of a metal having a step formed so as to thin the thickness as compared with a residue at the portion 10a of the support member 10 over the end face of the optical fiber 6 of the side to be connected from the central part of the inner peripheral surface, to be engaged with the through hole 2a of the frame 2 and to be connected to the optical fiber 6 via an optical fiber fixing member 7 to the outside end of the frame 2, a cylindrical holding member 5a engaged with the step of the support member 10 and attached at the aspherical lens 5 to the inside, and a translucent member 4 connected to the end of the frame 2 of the support member 10 at the placing part 1a side of the base 1.
