PROBLEM TO BE SOLVED: To enhance luminous brightness of an inorganic EL element in which a luminous layer and an insulating layer interposed between a transparent electrode and a back electrode. SOLUTION: Luminous brightness is enhanced by drastically improving a filling factor of a high dielectric while dispensing with the adjustment of viscosity of insulating ink heretofore required, by forming an insulating layer 3 through dry spraying of nano-sized high dielectric ultrafine particle powder 3b.
