PROBLEM TO BE SOLVED: To generate a service template treated as a service component. SOLUTION: As the service component 10 , service components 10 constituting service are discovered by a discovery function part 13, grouped by a grouping function part 14, and grouped information containing two or more service components constituting service and the order of providing service pieces is stored in a grouped information storage part 15. A service template piece as a part of the service template is generated from the grouped information by a service template piece generating function part 16, and the service template pieces are provided one by one by a service template generating function part 20 to generate the service template.
