PROBLEM TO BE SOLVED: To provide a character string predicting device and method for outputting a proper predicted candidate even at a point of time when a portion of a certain character is entered in recognizing an unframed character string. SOLUTION: A handwritten character pattern being the target of character string recognition is inputted, and one or more character area candidates estimated as one character are segmented, and character recognition is applied to the handwritten character pattern included in the character area candidate, and a recognition evaluation value is calculated, and an optimal character string is selected by using a context dictionary. Then, a range for generating a retrieval character string for retrieving a prediction dictionary is decided, and the character area candidate group of the range is combined with a recognition candidate character corresponding to that so that a retrieval character string can be generated, and the prediction dictionary is retrieved, and the retrieved prediction result and the context processing result are displayed, and the prediction result selected and instructed by a user is reflected on the result of the context processing.
