PROBLEM TO BE SOLVED: To provide a buoy for discharge for supporting the determination of a diffusion area of released substances. SOLUTION: This buoy for discharge is used to measure the conditions of water where the buoy is positioned while moving dependently on the flow of water. This buoy is characterized by being equipped with a positional information detection means 13 for detecting positional information showing the present position of the buoy, a condition measuring means 1c for measuring the conditions of water where the buoy is positioned correspondently to the position shown by the positional information detected by the detection means 13, an observation result information generating means 11a1 for generating observation result information by associating a measurement result measured by the measuring means 1c with the positional information corresponding to the measurement result so that the buoy can be identified, and an observation result information output means 11a2 for outputting the result information generated by the generating means 11a1 so as to allow the result information to be referred to outside the buoy.
