<P>PROBLEM TO BE SOLVED: To accurately determine the rotating direction even when only irregular pulse outputs, in particular, pulse outputs in which only one side changes generated by switch characteristics in rotating operation are obtained. <P>SOLUTION: Levels of the pair of pulse outputs are detected at a specific period, a signal from which the chattering is eliminated, is produced on the basis of a result of the detection, trigger signals corresponding to a leading edge and a trailing edge of the signal after the elimination of chattering, are produced, and the signal level after the elimination of chattering, of the other pulse output is detected based on one of the trigger signals.
