<P>PROBLEM TO BE SOLVED: To provide a data transmitter capable of surely transmitting data even in radio communication. <P>SOLUTION: The number of packet transmitting times and a packet transmitting speed are changed in accordance with the magnitude of the electric field of a pilot signal received from a home server 200. Concretely, three thresholds A, B and C (A < B < C) are set about the electric field strength, when the electric field strength E of the pilot signal is E < A, a communication speed V = v1, and the number P of transmitting times = p1, when the electric field strength E is A ≤ E < B, the communication speed V = v2, and the number P of transmitting times = p2, when the electric field strength E is B ≤ E < C, the communication speed V = v3, and the number P of transmitting times = p3, and when the electric field strength E is C ≤ E, the communication speed V = v4, and the number P of transmitting times = p4 (S504 to S505, and S505a to S505d).
