PROBLEM TO BE SOLVED: To provide a safety valve capable of suppressing inhibition of the movement of a valve element by the back pressure, and favorably opening the valve even when the valve has not been opened for a long time. SOLUTION: An annular member 6 to generate the differential pressure of fluid between a first area R1 and a second area R2 while permitting the flow of the fluid between both areas is provided in a space between an outer circumferential surface of a poppet 4 and an inner circumferential surface of a housing 1. A communication groove 14 to communicate the second area R2 with a relief passage R3 is formed in the inner circumferential surface of the housing 1 to set the fluid pressure in the second area R2 to be equal to the fluid pressure in the relief passage R3.
