A gray level distribution calculation unit (201) calculates the gray level distribution of a copy in accordance with inputted color image data. A foundation gray level calculation unit (202) calculates a foundation gray level of the copy in accordance with the calculated gray level distribution. A gray level translation table forming unit (203) forms a gray level translation table in accordance with the foundation gray level. An image translation unit (204) translates the gray level near the copy foundation gray level of inputted color image data into another gray level in accordance with the gray level translation table. Even if the copy has a foundation color, offset can be suppressed while the foundation color is preserved and, at the same, the gray level unevenness of the foundation can be reduced.
