PROBLEM TO BE SOLVED: To provide a sandbag substitute and a recycling method for the sandbag substitute recovered after use and recycled as a water retaining agent for the growth of plants. SOLUTION: This sandbag substitute comprises powder of water absorptive resin A and bag-like cloth for putting it. The calcium ion absorption amount of the water absorptive resin A is 0-100 mg per dry weight of 1 g, and the water absorption magnification in ion exchange water at 25°C is 10-1,000 times.
