PROBLEM TO BE SOLVED: To provide a solvent-soluble crosslinkable fluorine-containing copolymer which can be crosslinked with heat and light irradiation to form a film with a low dielectric constant and a low refractive index. SOLUTION: The crosslinkable fluorine-containing copolymer is prepared by copolymerizing a perfluoroalkylethyl vinyl ether (1) represented by formula (1): RfCH<SB>2</SB>CH<SB>2</SB>OCH=CH<SB>2</SB>[Rf: -(CF<SB>2</SB>CF<SB>2</SB>)<SB>n</SB>F, and n: 1-4], an unsaturated dibasic acid anhydride (2) and a fluorinated olefin (3) which may have an ether bond (wherein the compound according to formula (1) is excluded). A copolymer composition comprises the copolymer and a crosslinking agent. Preferably, the compound (1) is perfluorooctylethyl vinyl ether; the unsaturated dibasic acid anhydride (2) is maleic anhydride; and the fluorinated olefin (3) is hexafluoropropene. The copolymer is preferably prepared by copolymerizing 40-60 mol% of the compound (1), 10-40 mol% of the unsaturated dibasic acid anhydride (2) and 10-40 mol% of the fluorinated olefin (3), wherein the sum of the all copolymerization components is 100 mol%.
