PROBLEM TO BE SOLVED: To improve the entire processing capability obtained by arranging resource management apparatuses by distributing.

SOLUTION: Respective resource capacities of links a to f are divided into a plurality of capacities as shown in Fig. (b) and a plurality of resource management apparatuses C, D manage each part of the resource capacities. Thus, the management range of each resource management apparatus can be extended more in comparison with the case of dividing the management range of each resource management apparatus by links as shown in Fig. (a). Then the frequency of the links used by one communication service use request that is extended over the management range of a plurality of the resource management apparatuses becomes lower thereby decreasing the number of times of transferring the use request between the resource management apparatuses attended therewith.
