PROBLEM TO BE SOLVED: To surely inform a user of information announcing emergency situations even when the user is away from a vehicle. SOLUTION: When information(called "emergency information") announcing emergency situations is received, it is judged on whether or not a user exists inside a vehicle or near the vehicle according to whether or not a key is inserted into an indoor key cylinder based on a detection signal from a key input sensor 22b for ignition (S209). When the key is inserted into the indoor key cylinder (S209: YES), it is judged that the user exists inside the vehicle or near the vehicle, and the user is informed of the emergency information by a speaker 27 or a display 28 or the like. On the other hand, when any key is not inserted into the indoor key cylinder (S209: NO), it is judged that the user does not exist inside the vehicle or near the vehicle, and that the user exists away from the vehicle, and the emergency information is transmitted to a portable telephone 4 owned by the user (S211).
