PROBLEM TO BE SOLVED: To provide a device for determining driving consciousness by evaluating driver's driving consciousness in terms of the driver's carelessness. SOLUTION: A device 100 for determining the degree of inducing carelessness in a driving environment has a position detecting means 20 for detecting a vehicle's driving position, and an induction determining means 40 for reading road information about the driving position detected by the position detecting means 20, from a road information database 10 having road information, and for determining the degree by which the driving environment induces the driver's carelessness, based on the road information about the driving position and a preset criterion for the degree of inducing carelessness.
