PROBLEM TO BE SOLVED: To provide a method of manufacturing a finned tube heat exchanger capable of reducing air flow resistance and increasing heat exchange amount and having excellent heat transfer performance and assembly performance. SOLUTION: This method of manufacturing a finned tube heat exchanger comprises a step for applying a brazing filler material to a heat transfer tube, a step for inserting the heat transfer tube into a sheath-like metal plate, a step for fitting a drawing tool to the end of the sheath-like metal plate, a step for inserting the heat transfer tube surrounded by the sheath-like metal plates into the fin collars of plate-like fins by pulling the drawing tool, a step for mounting a fixing tool to the lower end of the heat transfer tube, a step for pulling the sheath-like metal plates with the drawing tool while leaving the heat transfer tube left in the plate-like fins by the fixing tool, a step for mounting a header to the ends of the transfer tubes, and a step for putting the assembled heat exchanger in a furnace and brazing the heat exchanger in the furnace.
