PROBLEM TO BE SOLVED: To highly finely and accurately control the temperature of a heating body such as a fixing heater regardless of the distortion of a voltage waveform of a commercial AC power supply. SOLUTION: A temperature detecting part 1 detects the temperature of a heating body, and a temperature adjustment control part 2 discriminates whether a power is to be supplied to the heating body on the basis of the detected temperature of the heating body, and outputs a first discrimination result signal. A phase control part 3 discriminates whether phase control should be carried out to the power supply of the heating body on the basis of the temperature of the heating body, and outputs a second discrimination result signal. On the other hand, a trigger signal outputting part 51 prepares both a phase-controlled pulse signal and AC signal. A signal switching part 52 selects one of the pulse signal and the AC signal on the basis of the first and second discrimination result signals, and outputs the selected signal to the control terminal of the heating body.
