PROBLEM TO BE SOLVED: To provide a method for creating a teaching material by utilizing the existing teaching material resources in various file types as they are. SOLUTION: The teaching material creating method contains a step to create a new teaching material resource by collecting existing teaching material resources or by using various types of tools and prepare the contents for each chapter and section of the teaching material, a step to generate a proxy program of the teaching material respectively corresponding to the contents in each chapter and section of the prepared teaching material, and a step to manage the proxy program of the generated teaching material in accordance with a prescribed learning process and generate a navigation program of the teaching material. Thus, the existing teaching material resources in various file types can be utilized as they are, and teaching materials required for education and learning can be created efficiently, quickly, and easily.
