PROBLEM TO BE SOLVED: To provide a light shielding screen device, and a building having this device for providing superior visibility together with light shielding, and respectively effectively introducing air on the glass sliding screen side warmed by the sunlight in summer, and cooled by outside air in winter to an air conditioner of the building or an external part of the building. SOLUTION: This light shielding screen device 5 has rollers 11 and 12, strings 15 and 16 having one end 13 connected to the roller 11, and having the other end 14 connected to the roller 12, a flexible light shielding screen 17 stretched between the strings 15 and 16, a roller rotating mechanism 18 for rotating the roller 11 so that one end 13 side of the strings 15 and 16 is rolled in the roller 11, and an elastic torque applying mechanism 19 for applying tension to the strings 15 and 16, and applying elastic torque to the roller 12 for rolling the other end 14 side of the strings 15 and 16 in the roller 12.
