<P>PROBLEM TO BE SOLVED: To provide a catalyst the nickel content of which can be made low and which has excellent catalytic activity, can be used as a hydrocarbon decomposing catalyst for producing hydrogen by steam-reforming a lower-hydrocarbon gas based on methane and has extremely excellent coking resistance even when the amount of the steam to be supplied is made small. <P>SOLUTION: The hydrocarbon decomposing catalyst is manufactured by heating/firing core particles of a stratiform double hydroxide consisting of magnesium and aluminum, and stratiform double hydroxide particles and powder with a stratiform double hydroxide layer consisting of magnesium, aluminum and nickel formed on the surface of the core particles of stratiform double hydroxide, to obtain oxide particles and powder and heating/reducing the fired oxide particles and powder so that the nickel in the oxide particles and powder is transformed into fine particles of metal nickel with an average particle size of 1-10 nm.
