PROBLEM TO BE SOLVED: To efficiently carry out the operation of creating passwords while avoiding duplication of passwords and minimizing the number of similar passwords. SOLUTION: When a plurality of passwords are created by a computer, the designation of the digit number of each password created is accepted (step S210) and the passwords each conforming to the digit number accepted are created by combining random numbers together (step S215-S230). When the passwords created have successive information, the passwords are excluded (step S250-S260). When the passwords created are the same as the passwords already created, they are excluded (step S255-S260). A table whose elements are the passwords not excluded is created (step S260).
