PROBLEM TO BE SOLVED: To efficiently prevent unauthorized access on the basis of a use section of service and a handling qualification section according to user's service use, in a server providing the service according to an access request from a terminal device connected via a network. SOLUTION: A Web document storage part 17 stores a Web document by use of a directory in each secret section, an agent processing part 13 authenticates an access requester on the basis of information about an access requester node 20, a cookie setting part 14 sets information necessary for the authentication of the access requester to the access requester node 20 as a cookie, a multilevel access management part 15 invests the secret section allowing access of the access requester by use of the cookie. Only when the secret section of the access requester is the secret section of the Web document to be accessed or above, the multilevel access management part 15 permits the access to the Web.
