PROBLEM TO BE SOLVED: To provide a fixing device which becomes free of formation of a double-line or dust image and a defect in conveyance such as wrinkles owing to exact formation of a toner image formed on a recording medium since a belt flaps in a smaller extent at a fixing nip entrance of a fixing belt. SOLUTION: A fixing roller 19 has a thin metal layer as a 3rd layer 32 heated by an induction heating device 49 and the heat is conducted to a recording medium through a thin-layer elastic body of a 2nd layer 31 and a thin film release layer as a surface layer 30. The fixing belt 18 also conducts heat to the recording medium nearly similarly and fixation is carried out. The fixing belt 18 is extended between a driving roller 44 and a pad base formed of a high-strength support member to rotate and move.
