PROBLEM TO BE SOLVED: To speedily and inexpensively supply IN service to a conventional call in PSTN, a mutual connection call of PSTN and an IP network and a call in the IP network by effectively using an SSF function in SSP, which is already introduced to PSTN, without newly arranging an SSF function in the IP network. SOLUTION: A proxy server 109 and/or a media gateway controller 107 in the IP network 105 analyzes a dial number of an IN service call emitted from an IP telephone terminal IT1 and routes the IN service call to PSTN 101 based on an analysis result of the dial number.
