PROBLEM TO BE SOLVED: To prevent coming off of a torque roller 233 to facilitate assembling work of an outer case 230 so as to improve the workability in assemblage and maintenance. SOLUTION: This torque limiter provided with the outer case 230, a torque plate 234 having the torque roller 233 in a support hole 245 through an arrangement holder 246, and an inner plate 235 and an outer plate 236 for holding the torque roller 233 on the torque plate 234, is characterised in that the plurality of the inner plates 235, the torque plates 234, and the outer plates 236 are inserted into the outer case 230 in multiple layers. The inner plates 235 are engaged with a transmission shaft 125, the outer plates 235 are engaged with the outer case 230, and the torque roller 233 is rolled to generate slip friction to be rotatably inserted, and further, the arrangement holder 246 is provided on the opening edge of the support hole 245, and the holder 246 is set to slide in contact with the torque roller 233.
