PROBLEM TO BE SOLVED: To provide a composition for forming a urethane elastomer which can be favorably used for forming an elastic member of a printing roll excellent in physical properties (elasticity and strength) and in an ink-proof property despite of its low hardness. SOLUTION: The composition for forming a urethane elastomer, which composes an elastic member of a printing roll and has a JIS-A hardness of 20-60, contains a polyisocyanate (A) containing a hexamethylene diisocyanate modifier (A1) as an essential component and a polyol (B).
